Try the following:
This should include any date/time metadata, location metadata, and notes/captions you added to the photos in Google, but it's good to spot check and make sure all the data is carried over to the iPhone. It will not automatically tag the people in your photos; you will need to do that yourself on your iPhone.
Once you've copied all your photos from Google to your iPhone and you synced your photos to iCloud, it should be safe to delete them from Google.

They are separate services. Removing the [Google Photos] App from your device should be irrelevant to iCloud.

If you were using Google Photos on your Samsung, then download the Google Photos app onto your new iPhone as mentioned in my previous reply.
If the Photos where stored directly on the Samsung phone, then you can use the Movie to iOS app to transfer your content to your iPhone.

It should not affect it in any way.

Be careful.
Deleting a photo from any device connected to iCloud Photos will delete it from all devices connected to that account, and from iCloud.
If you are connected both to iCloud Photos, and to Google Photos, and you start deleting photos (to "free up Google cloud space) under the mistaken impression that you will still have them in iCloud, you will lose those photos. If you are connected to both, and you are trying to quit using Google Photos, I believe that you would need to stop syncing to Google Photos BEFORE doing anything to delete photos in Googe's cloud. Then you would still need to proceed carefully.
Offered in the spirit of caution, but without any guarantees:
