Is there a control button on the internal keyboard for an iPad?

The on-screen keyboard does not include special function keys, such as <Crtl> and Function keys. For the iPad touch user-interface, these functions are not directly available.

If you require a full-function keyboard to replace the touch UI, you’ll need to use an external keyboard - that connects via the iPad’s proprietary Smart Connector, USB or Bluetooth.

No. Any function which control might do has to be handled by the app or web page via some other mechanism.

A hardware keyboard connected to the ipad would probably be able to do control functions
