Please be more specific. The people who make apps for the iPad know there is no control key, so they normally provide some other way to do whatever it is you want to do.
To repeat, what are you attempting to achieve? If you can articulate the problem that you are attempting to resolve, specific help may be possible.
Are you attempting to use an App on your iPad, access a website or online application that requires keyboard input? Something else?
