When setting up my new iPhone 13 by WiFi transfer from my old iPhone SE I was prompted to pair my Apple Watch, but at the end of the set up process the watch wasn’t paired and attempts to pair it fro the Watch App on the 13 just got the “Can’t Pair” message. The watch has unpaired from the iPhone SE too. What can I do?

Ensure the iphone is on iOS16.5.2 or later.
Erase the Watch completely. Put your watch on its charger and keep it there until you complete these steps. (select the watch OS version) Erase Apple Watch – Apple Support (UK)
When pairing do not try to restore the backup, pair as a New Watch Set up your Apple Watch – Apple Support

Thanks, that’s fixed now. I was reluctant to erase the watch just because I’m always reluctant to erase anything but it went smoothly and didn’t take very long.
