How do you know that they took photos and card details? Just because they displayed a message on your phone claiming that they had hacked it – using e-mail, or Web pages, or messages, or any other type of communications that your phone might support?
Those sorts of claims are usually lies, from scammers trying to work you into a panic, so that you will contact them to "fix" things and fall prey to their scam. After which they will take your money – or information to use to rip you off later.
If you're using a computer, scammers may try to get you to install remote access software on it … to let them into your machine.

From your phone? They can’t.
Look for another explanation.
No can do. It did not happen from your phone if you have not given anyone access to your Passcode.
