Screen time isn't working/is glitching

I just got a new iphone SE and my dad got a new iphone 13. Both of our softwares are 16.5.1. I have a screentime of one hour but sometimes it goes off before I've even used an hour? I used forty minutes today according to how much I used each app but my screen time has already gone off. It also says "Downtime - screen time will be limited until 9pm" but my downtime starts at 9 and goes until 6:30 in the morning. My dad and I have checked and nowhere does it say I have a random downtime that ends at 9. Very frustrating because I try to not use my phone but it just shuts everything off even after I haven't reached an hour for no apparent reason. This happens on seemingly random days. Didn't happen yesterday but it did the day before and today. My notification for five minutes of screentime left today said "334 minutes of screen time left". Not sure what's wrong but does anyone know how can I fix this?
