How can a make a question mark (?) with the Brazil ABNT2 Portuguese keyboard? According to a layout diagram it's part of the 'W' key.

What help menu exactly? What app? Does it do that here in Safari or another Apple app? Option should always give you a character unless you have used settings to switch Option to do Command or Control instead.
What do you get for Option E, R, or T. It should be € ® ŧ

If this is about google docs, one fix would be to create a custom layout that puts ? on a different key. An app that lets you do this pretty easily is
Consider using LibreOffice, OnlyOffice or OpenOffice instead of Google Docs. Each are stand alone open source versions of Microsoft Office which are not dependent on the whims of the shortcuts of the web browser. You can still follow up with an upload of the document saved as a Word compatible or Excel compatible document from the open source software to your Google Docs folder for sharing with other people who you share with.

Are you talking about the google docs issue where option w is used for something other than a letter?
First try option-shift-W, then FN-W.

Ah, thanks for asking a smart question I didn't think to specify. I've been typing in a Google Doc in Safari, so Option W opens the Help menu there. I am a relatively new Mac user, and I don't think I've done anything (at least intentionally) to switch the Option to do Command or Control, as you say.
So I realized I should try Option W in a Mac app and so I did in Notes, and I got a question mark! So the problem is in Google Docs, which I do prefer to use. The strange thing is that in Google Docs I seem to get all the other symbols in the Brazilian ABNT2 keyboard that you posted below EXCEPT FOR THE ?. Option ERT gave me €®ŧ.
Unless you or someone else here has an answer for how to make a ? in G-Docs, I may post the question in a Google community help forum. I'd still appreciate any help. If I find an answer, I will post it back here. Thanks for posting the keyboard, too. Do you have a link for it?

Is there a way to change that shortcut in Google Docs? Apple always uses option plus character for special characters, so apps should instead use Control or Command for menu shortcuts.

Hi a brody. option-shift-W gave me an upside down question mark. FN-W just gave me a w. Other ideas? Thanks.
PS In case it is useful, this is what Brazilian ABNT2 should produce with the option ⌥ key held down.
