I don't see the turn on "Access iCloud Data on Web" under my icloud on my phone?

You started from a great resource: Manage web access to your iCloud data - Apple Support


As mentioned in the article: "You can manage iCloud.com web access in iCloud settings (requires iOS 16.2, iPadOS 16.2, or macOS 13.1)."


In your post notes it shows that you're using iOS 14. Therefore, this feature wouldn't be available unless you update the iOS. If you're using an iPhone 11 Pro as mentioned in your post notes your device is compatible. Find a list here if needed: iOS 16 and iPadOS 16 are compatible with these devices - Apple Support


Prior to updating ensure you have a backup of your device, and use the assistance of a computer to update as there have been multiple updates since iOS 14. The articles below can assist.
