Editing extremly laggy with stuttering so bad IT MAKES YOUR EARS BLEED

I have a 2021 16" MacBook Pro M1 with 16 GB RAM and every time I edit in Premiere this stuttering and lagging happens, the footage is h.264 from a Sony camera, I have effects turned off and the resolution at 1/8, and the problem still persists (the stuttering is also present when rendering in other apps like Blender wit youtube playing in the background). I just can't find where the problem is. I have no other programs running except Google Chrome, I have 200GB of free disk space, and as you can see in the Activity monitor neither the CPU nor the RAM spikes that much when I start playback (the playback was running for the amount of time it took to film the video that you can see bellow, that's why the spike is so short).

Here is the video on my YT:

I sent my MacBook to the Apple service and they changed the entire motherboard because they could find where is the problem. But even that didn't fix it.

Does anyone have a clue how to fix it or has a similar problem?
