I don't know what happened to my iPhone Xr. I was pressing it and it just start showing this and the touch is working perfectly, please how can I resolve this.

That iPhone has a hardware problem.
Could be a bad display, failing graphics, a battery problem, or something else.
If you can still use enough of that display to get a backup, go get that backup Right Now.
Then get this iPhone XR repaired or replaced.
Given the age, it'll probably be a replacement.
PS: iPhone XR can't run the upcoming iOS 17 version arriving later this year.

Correction: XR can run iOS 17. Though this specific iPhone XR might not.
Does the replacement involve me paying any fee?
An XR is out of warranty, you will have to pay for the cost of repair.
Won't it have any negative effect on the phone functions if the screen is replaced?
The display and the screen are the same thing.

If the faulty component here—whether the display or something else—is replaced by Apple or an Apple authorized repair provider, no.
If the faulty component is replaced by somebody else, ask them. Apple doesn't sell replacement parts for an iPhone XR to third party providers.
If the iPhone has suffered some other damage, the repair provider may or may not continue with the repair.
