If someone fraudulently obtains an Apple Pay Later loan using my phone, who helps reimburse lost funds? Apple or the bank issuing the debit card?

Apple Pay Later is a loan you apply for. There are no debit cards associated with it or ability to withdraw funds. It’s basically a buy now, pay later loan.
If your iPhone was stolen and used to apply for a loan using your identity, please contact your local police department and file a police report/complaint.
Once you file your police report contact Apple and report the fraudulent use of iPhone and your identity to obtain a loan.

It would be difficult for that to happen unless you gave someone your device and passcode. As for “lost funds,” you’ll likely be responsible for the total loan. See,

If it somehow is used to pay for something, then yes you will have to pay for it, or report the issue to Apple, but again, how exactly did they take out an Apple Pay Later loan on your name using your device?
Unless you can prove someone stole your device, and accessed it and applied for a loan, you will be responsible for payment.
If the loan is not actually used, then you owe nothing. After 30 days of not being used the loan expires and you have nothing to pay.
Also, as Apple Pay Later is still by invitation only at this time, there is no way for just a random person to apply and get an Apple Pay later loan in your name.
If you were invited, you would need to apply for it on your own devices, and be approved for it.
What I would do is go to Goldman Sachs and Apple support. Tell them both your issue.
Apple Pay Later has no debit cards. It is tied to your Apple ID only, and is used through Apple Pay from your iPhone or Apple Watch at Apple Stores, or any merchant that supports Apple Pay.
If someone applied for the loan, the only way to use it would be to have your iPhone or Apple Watch with them to make a purchase.
What do you do if your physical debit card falls out of your pocket or you leave it at a merchant? You apply the same procedures and processes. Using a debit card also requires a PIN. Not sure how the person would get your PIN for your debit card.

To clarify, I meant the debit card added to make the payments. Apple requires that you had a debit card to process the automatic payment.
