Favorites not working on iPhone 8

Through the Watch app on my iPhone 13 mini I've set up my Dock to show Favorites, but they aren't showing on the watch. It worked the first time I did it. But when I went to change it - I deleted one and added a different one - I still get the original list of Favorites.

I have restarted both the phone and the watch. All updates are current.
