No apple pay on top level menu - assistive touch

Ive got an Iphone 11 and recently started using assistive touch however im following steps in order to add apple pay to the top level menu but theres no option for it

iPhone 11, iOS 16

That is not my Issue

I am able to use Apple Pay and I already have my Debit Card inside the Apple Wallet, the problem is in order to pay I have to to go into Assistive Touch > Device > More > Pay and then I’m able to pay, but I’ve seen that there is a way to add it to the top level menu through the customization options but when I follow the steps to do so there is no option to move it to the top level menu

To use Apple Pay, it's important to note that the ability to add a Debit/Credit Card to Apple Pay is dependent on the country associated with your Apple ID. For instance, if you reside in a country like India where this feature is not supported, you won't be able to add your cards to Apple Wallet. --> Countries and regions that support Apple Pay
