I can make domestic calls but not international calls on my iphone 13 pro. I think it is not due to the network provider because:
(1) My network provider confirms there is no restriction on my sim card.
(2) I have changed the physical sim card just in case.
(3) My sim card works just fine on my aunt’s iphone 13.
Is there something wrong with my phone itself?

The phone carrier said they can’t help because this very same phone number and sim card work perfectly fine on a different phone. I can make domestic and international calls on a different iphone. This problem started since I switched to this new phone recently.
I just tried restart my phone and switch off/on the airplane mode. Now, I can’t even make domestic calls. The problem also persists when I use another sim card (i.e. different phone number).

The iPhone 13 Pro has dual SIM support (nano-SIM and eSIM).

Any possibility that you have set up that phone with two SIMs, that the eSIM is for a plan that does not include international calls, and that you've been using that SIM when making the international calls that failed?

Nope, you'll need to contact your phone carrier again and speak to someone higher up, that is their feature not Apple or your phone.
I’d suggest attempting turning off “Dial Assist” (Settings -> Phone > Dial Assist) …
… then manually dialing the complete international dialing string - w/ appropriate international exit code pre-pended - for your locale.
i.e.
exit code + country code + city code + number
Hint: Most countries allow you to simply use “+” as the exit code. (Dialed on your iPhone by briefly holding-down the “0”)
