Says no sim restriction therefore I cannot make or receive calls

“No SIM Restriction” means that the phone is not locked to any carrier. It means that you can insert a SIM from any carrier that you have an account with and the phone will work. It does NOT mean that you can’t make or receive calls. If you cannot make or receive calls contact your carrier to resolve the problem with your mobile account.
