Why does my phone say Carrier Lock No SIM card restrictions?
I can't make or receive calls. My phone says SOS and the carrier lock says SIM restrictions.

Well, the SOS message indicates that your phone is not connected to your carrier's network.
Contact your carrier to get things working again, and the SIM restriction thing will be solved as part of the process.
Important.....Here I am assuming that you are using the same carrier, and not trying to change carriers.
If you are changing carriers, then you must first contact your "old" carrier to get them to remove the SIM lock on the phone. Then, contact the "new" carrier to get things set up on their network.
