I work at a vehicle storage facility / impound yard and alot of phones are left behind in vehicles. I am inquireing about an Iphone 13 pro that was left behind, unfortunately because the owner died in a car accident. Is there any way to be able to use the iphone?

The legitimate heirs of the deceased can gain access to the Apple account with proper documentation.
An employee at an impound yard can’t.
All you can do is recycle it at an Apple Store or some other electronics recycle store. There is no way to bypass any ID or activation lock that might have been created on it.

You can with a death certificate. but I recommend that you hand the phone to the police so that they can give it back to the family of the person who passed away.
Yeah that’s what I was trying to say. I just wrote that to say it’s possible but obviously the guy at the impound yard would not be able to.

It should have been turned over to the next of kin of the decedent.
