Clouds with exclamation points in photos on iMac

Im reading over threads and can't seem to find a solution to the problem of exclamation points surrounded by clouds. It happened after my photo album failed to load and I was given the choice of rebuilding it. My iphone, iPad and not sure about my studio iMac but my main iMac is completely filled with exclamation clouds. Ive gone to the icloud website and the pics are fine in the cloud. I can't export or edit the photos on my home iMac. Any suggestions?

We would like to see how we can help you with your missing photos. Let's make sure iCloud Photos is set up correctly on your Mac with the steps in this link: Set up and use iCloud Photos - Apple Support


"Turn on iCloud Photos

Make sure that you set up iCloud and sign in to iCloud with the same Apple ID on all of your devices. 


On your Mac

  1. Choose Apple menu  > System Settings or choose Apple menu  > System Preferences.
  2. Click Apple ID. 
  3. Click iCloud in the sidebar, then select Photos. 
  4. Click the switch next to Sync this Mac."
