Can I just use an RCA to Usb C cable to get audio into my M2 MacBook for recording and live-streaming or is it best to use an audio interface like MOTU M2 or Presonus studio 24C.

Check the specs for the particular cable, and confirm the audio can travel from the RCA plugs into the Mac—you might see a reference to an analog to digital audio conversion (ADAC), and that’s what you want. If it does, then plug it in and try it.
You won’t fry anything here, but—if that cable is an output cable with a DAC, and doesn’t have an input ADAC—you also might not get a working audio source into the Mac.

I usually use a USB-native microphone and dispense with the cabling, such as an Audio Technica AT2020USB. The local AT mike is ~ancient, and still works fine. That AT mike is mounted on a short mike stand, with an anti-vibration mount, and a pop shield.
