I couldn't receive Apple ID unlock email within 24 hours.

Not this account, my mom's account has been locked since the security reasons. However, trying to unlock via registered email, my mom couldn't receive any of the unlock email after 24 hours applying for the email. What should I do?

The email sent is only to update you on how long your wait time will be. You can also go directly to iforgot.apple.com to check the status, and it will let you know how long it will be there as well. Just go to iforgot.apple.com and put the Apple ID with the issue in, put the chachpa in... it may ask you again for the trusted number... then it will tell you how long the wait time will be.
