Why don't medium and full date/time formats show up?

Lost my preferred date and time settings. So I was trying to restore them. Found that for year, only short (S) and long (L) work, and for time, only S. This is in Finder and Mail. (Got them back to the way I like them. Used Custom.)

In Finder, S and L work for the date, but only S for the date in Mail.

Has this been fixed in Ventura or Sonoma? Do they work in other apps? Not a biggie, but I'm pretty sure this used to work in older versions of macOS.

Again, I'm just curious. I'm mostly fine with it the way it is. Just curious.
