iphone locked to owner

I'm going to guess you purchased a used iPhone? If that is the case, only the owner who locked the phone can unlock it. If you don't know them or can't reach them, you have a useless phone you simply cannot use. Apple won't unlock the phone unless you are the original buyer and you have the original purchase receipt which shows the iPhone serial number on it.

If you know the previous owner and can get them to remove the phone from their account, it would allow you to use it. If you don't know them, your phone is useless and you've likely been scammed. Or, if possible, try to get your money back. If you can't get your money back, recycle the phone as it is totally useless to you.

You get the owner to remove the activation lock. They need to do this: What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support

Typically when someone sees a message "Phone locked to Owner" they're not the original owner and they bought a used iPhone. It's good it's your phone. Do you know your Apple ID and Apple ID Password? If you do, you can erase your phone and set it up again.

You'll need to use a computer to erase the phone. Again, you must know your Apple ID and Apple ID Password to do this.
