iTunes 12.12.9.4 won't Show Library on PC Windows 11

iTunes version 12.12.9.4 won't Show Library on PC Windows 11.

I've reinstalled iTunes multiple times, verified internet connection of 950 Mbps with 2 ms ping, but the iTunes Library will not populate with any media types: Movies, TV Shows, or Music. It's a very large library with thousands of each media type and only a small fraction of items Hidden. I can only see the media items in the store Purchased module.

The Library upper right section displays a spinning circle exclamation point with the error:

"We couldn't make your purchases available. Click the retry button."

When I click the retry button, it cycles back to the same error.

The device has been authorized and logged into the iTunes network. After multiple calls to Apple Support and Senior Managers, no one has been able find a solution.
