What is the indication that your iCloud messages are Downloaded after iCloud is disabled on iMessages? So that we can delete them from iCloud to create storage?

What is the indication that your iCloud messages are Downloaded after iCloud is disabled on iMessages? So that we can delete them from iCloud to create storage?
after I have disabled sync for Messages on icloud (Settings, iCloud, Messages, OFF), the synced device would download the iMessages on the synched device. I am trying to understand when would the device finish auto downloading Messages on this device(since iCloud sync on messages is disabled) so that I can now disable and delete
settings —> iCloud —> Manage account storage—>Messages—>Disable and Delete
You can't delete iMessages directly from iCloud. There is no interface in iCloud for that. You can only delete them from a synced device.
