I recently had my phone stolen while traveling. I have tried to file a claim, but the stolen device does not appear when I try to file a claim. I visited an Apple Store and an Apple Genius told me I should be able to file a claim since I only have had one instance of a lost/stolen iPhone this year.

Did you have "Find My" turned on in settings on the device prior to it being stolen?
When your device is lost or stolen you must mark it as lost, but do not erase or remove it until the claim is completed and processed, and you have your new device or you can't finish the claim.
