My phone tells me there is a Rapid Security Response to load yet when I plug my iPhone into my MAC and select upgrade it doesn't find it. Why? If it is truly an update from Apple then it should update from my computer.

There is indeed a new RSR update for iOS, macOS, and iPadOS, namely 16.5.1(c) for iPhones. No need to plug your iPhone into your Mac. Settings->General->Software Update and it should appear for installation. You may already have it as auto-installs by default. Again, check Settings->General->About to see the version you are running.

Unless you're running MacOS 13.x.x (Ventura) RSR's are not recognized when upgrading iOS. Obviously these can't be that important where Apple isn't able to make a simple change to the previous release for something like this. This does make one wonder what other "Security" fixes Apple doesn't push to try and force us to be completely dependent to them?
FWIW, I tend to follow suite and typically update my iPhones from my computer, because I like the fact that it performs a backup before updating. That way, if the update goes wrong, I at least, have a means to restore my phone.
So far, I have not experienced any issues doing so with this latest RSR. I have to admit it happened so quickly that I didn't even know it completed until I checked the phone's iOS version which now has a "(c)" designation added to it.
If yours doesn't, I suggest that you perform a "Force Restart," and then, try updating it again while it is connected to your Mac.

To be honest, I'm not sure why your iPhone is not able to get the RSR update. From what you are telling me, it never got (a) or (b) either. Hmm, the only thing that comes to mind is that you may reside in a country that does not allow these security updates ... but, I'm only guessing at this point.

As I recall, if you have a 5G capable phone and have 5G service, you should be able to do the update over cellular rather than WiFi. Celluar signals are encrypted. So, that might be an acceptable option for you.
Well, I guess that answers that, as my Mac is running macOS Ventura, and why I wasn't having this issue updating with it.

Forced reset does not work. But to provide you more information when I do an update it is telling me that iOS 16.5.1 is the latest and no further action is needed. But then we all know that 16.5.1 isn't the latest, 16.5.1(c) is the latest. Why is Apple telling me 16.5.1. is the latest when that isn't correct? I will note that the last RSR that came out I also wasn't able to update the phone until a complete newer release came out (ie it would not recognize the RSR as an update).
Okay, so because of your personal security policy you are unable to update your iPhone. You refuse to update your iPhone via WiFi for the same reason. You then question Apple’s motives. I guess this means you are out of luck. Good luck.
