I have an active subscription to Apple TV Plus and yet I can't download the show Duck and Goose. There is no download icon to select and no download option under the three dots associated with an episode. Can anyone help me? Or direct me how to better access Apple support?

Downloads are not available from the web access at tv.apple.com. Being able to download requires the TV app on macOS Catalina 10.15 or later, iOS 10.2 or later, iPadOS 10.2 or later.
macOS Mojave 10.14 doesn’t support the TV app, thus cannot download through it. The web access is for online streaming only.
