Verify that your computer is (still) marked as authorized with your Apple ID account in the Apple TV app or iTunes app, as that will be required for DRM protected downloads from Apple.
If simultaneous downloads doesn’t work, then do one at a time instead.
This error code is unfortunately not helpful to me.
Unless someone else chimes in with a additional ideas, I would suggest to contact an expert from the Apple Support staff for further assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/email/callback).

Ultimately I was able to make it work. I "think" it was an issue related to the authorization of my laptop, even though it showed as authorized when I checked it's status. I undid the authorization, and then reauthorized it. This, coupled with only attempting to download one episode at a time, and unchecking the "simultaneous download" box was successful. I will note that the downloads are VERY slow. It is not a bandwidth issue as I have a max speed fiber and similar items download 20x faster from Netfix and others. Good Luck!
What happens instead? Do you get an error message? What does it say exactly?
I'm trying to download a tv series. Previously I was able to download the the first two episodes (one at a time) so attempted to download episodes 3 and 4 at the same time. That failed, but I didn't note the reason. Since then I've been unable to download anything. I've signed out, restarted the computer and signed back in. I even deleted the app (losing the episodes I did download) and reinstalled the latest version of the app. When starting a download an error at the bottom of the screen reads "0% stopped - (err = -16247)". Further there is a message "activity error occurred" in the left side panel. Clicking on that opens a new box with a box checked next to a message "Simultaneous Downloads" with links to resume the download of the failed episode, which of course yields the same original error. Thanks in advance for your help.

If you click resume or resume all it just loops with the same.
