I just got a new iPhone and transferred everything from my old one over, but more then half of my saved passwords didn’t transfer and are now deleted from the old phone also. Is there a way to get them from iCloud without having to go back to an older backup and lose what I have saved now? This is super frustrating.

Congratulations on your new iPhone!
If you're using iCloud to sync your data, it is possible your passwords are included in the iCloud Keychain. This encrypted password saving feature needs to be enabled if you're syncing your passwords with iCloud.
