I have been scammed by a tattoo artist. Paid them $800 and haven’t been provided the service. Apple knows where the money went so how are they not concerned about scam and fraudulent transactions on their secure system.

Apple Pay acts as an intermediary between the merchant and your bank. All Apple does is send encrypted data. Apple does not approve transactions, your bank does. Apple does not transfer funds. Apple is not a bank, and can’t handle funds.

If you were scammed, your complaint is with your bank and/or credit card issuer. Your bank approved the transaction and your bank sent the funds to the merchant/scammer.

Apple Pay did what it is intended to do, securely send your cards numbers as encrypted data and use a token to make sure your data cannot be taken by the merchant or hackers.

Please contact your bank and/or credit card issuer and open a dispute. You can find their phone number on the back of the credit card you used.

Jeff gave you the spot-on Credit Card answer.

If you used AppleCash, your options are MUCH more limited.

AppleCash is essentially a “cash replacement” electronically transacted by Green Dot Bank.

Their full Terms of Service are available within your wallet, but this extract seems applicable:

“ … C. Disputes with Businesses

We are not responsible for the delivery, quality, safety, legality or any other aspect of goods or services for which Payment are made using the Direct Payments Service … “
