iMessages iPhone and iCloud

I have years of messages saved to my iCloud ~60gb, no problem, I am paying for the family plan so I have plenty of storage there. However, the same ~60gb of iMessages are also taking up the storage on my phone. What is the point of them being on iCloud if they are also all going to be on my phone taking up space there. Is there anyway I can offload from my phone only and download to access them as needed? I don’t want to delete them because it will delete from both iPhone and iCloud and I do not want that. Any suggestions, tips, or anything besides buying the higher gb iPhone?

Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

Clearing Messages Safely:

You can backup your messages to your Mac. Also, you can upgrade your iCloud+ Plan (if an option to you).
