Permissions to change "file open with" - error code -10823

On my new Mac Mini I'm encountering a permissions error when I try to change the default file association in the Finder. Here's the dialog that appears when trying to change an HTML file to open in Chrome:

And here's File Info dialog for the file. Note that it says Safari is the default and I can't change the file icon (Edit Paste is not available when I select the small icon at top of the dialog) even though the file does open in Google (assume that's honoring my Default web browser option in Desktop and Dock settings):



Any ideas? I ran Migration Assistant to move my old files and encountered user account confusion - I suspect this created a permissions issue.

What is it are you trying to do...it is not clear to me.




Default browsers open is a universal setting— not on a selected "URL" as you screen shot shows.





>System Settings>Desktop & Dock





You can select a default "search engine" from within each browser open settings...
