My Airpods Pro 2 case not showing in Find my (no option for sound alert in case or direction find)

I have Saudi arabinan airpods pro 2, I haven't been able to have my airpods pro 2 show up in findmy, both on my iphone or anyone others iphone. i only can bip sound in airpods but i can't have option for finding (direction) of case nor sound option for case.

We tried pretty much everything mentioned in this thread. Updating, resetting, removing the apple ID, turning off Find My, rebooting the phone, removing any VPN configs, removing Focus settings in various orders. Eventually I would get a "setup incomplete" message in Find MY. as well as in my friend iphone i get "setup incomplete" message and "Mismatched.

Lastly, i went to apple service center, they also not be able to fix issue, at the end they told me we can replace your Airpods but we can not replace your buds case, however as per my knowledge the tracking system is for charging case not for airpods.

now what should i do ? any one help.
