I bought iCloud but storage isn’t reflecting

We'll be glad to help you out. From your description, it sounds like you may be under the assumption that purchasing iCloud storage will increase your local iPhone storage. This isn't how iCloud storage works. It isn't possible to increase your local on device storage without buying another iPhone with more storage available than you currently have.

In reviewing documentation from WhatsApp, it appears that you will need 2.05 times the space available in your iCloud account and on your phone than the actual size of your backup if you are trying to back up or restore WhatsApp data using iCloud. You can find more information about that here:
