iPhone not able to download full resolution photos and videos

Ok so as you can see from the picture that I'm attaching to this my iPhone wasn't able to download some full resolution pics and vids, why is this? I had "Optimize iPhone Storage" enabled before but then changed it to "Download and Keep Originals" and now I'm trying to disable iCloud photos because I don't want to store them there anymore since I'm in an iCloud+ family plan that I am going to leave, but I keep getting this message and I don't want to lose my things. What can I do?
