I tried to remove the former paying method as the card and the account has been blocked and it says ‘’There is an active subscription on this account that requires at least one pavment on file.’’ And the card is already blocked including the account

"If you change your address, the credit or debit card information that you use with your Apple ID might be automatically updated by your financial institution, and you don't need to take action. But if there's an issue [such as you having a subscription or being a Family Sharing Organizer], add a new card first, then remove the old card."

Did you ever get a resolution on this? I'm having the same issue where it's not letting me add my new new card.
It says this ‘’ There is an issue with your payment method. Update your payment information to correct the problem and try again.’’ And wouldn’t allow me remove the former payment method
