A. Single-Out this User:
See what happens when you create a new user. Do you still get this error? If so, it is the macOS giving you the issue. If not, then it is the user giving you the issue.
B. Verify the Connection:
See fi this iPad is even seen. There are two mothods, given your macOS. So, very if this is even seen, by perform either of the following...
To Find Out:
- Go to: Apple menu
- Select: About this Mac
- Click: System Report... button
- View: Hardware on left-column
- Click: USB
- Confirm if this iPad is Even Seen

- Go to: Apple menu
- Hold Down: option key
- Select: System Information...

- Confirm if this iPad is Even Seen
