It won’t let me delete the payment method. However I am on family sharing. Could that be why?
The card is not mine on the sharing but it will not let me add a different Payment either.

We'll be glad to help out. If you're the Organizer and the payment method is used for the family, that can definitely cause issues. If you need to change that payment method, that can be done following these steps: Add a payment method to your Apple ID - Apple Support
One would need to be in place if a Family is set up.
