Won’t complete boot up

My 2018 iMac shut down during a storm. It was plugged into a surge protector. Originally, it booted up to the login page, but when I logged in, I got a black screen. Now the bar in boot up goes only about a third of the way, then stops. I’ve tried holding down the shift key when booting up, to no avail. Any ideas?
