Share icloud contact list

I have a contact list containing several contacts. When I share the contact list to other users within my organization, they do not show up in that specific list on the other users phone... they are just in my general 'all contacts' list. Even if the other user creates an identical contact list on their phone before saving the contact. Is there any way to share contacts that keeps the 'contact list' attribute in place?
