Here is how to: Erase and reinstall macOS - Apple Support
Erase the Mac again, and use the following chord when starting up Recovery: Option-Command-R
See if that gets you to macOS 10.15 Catalina or macOS 11 Big Sur, or whatever is current for the particular MacBook Air you have here—a 2012 or 2013 or whatever particular model this is.
Though if you’re retiring or trading in or recycling the the Mac, you’re done.

MacBook Air only runs macOS and not iOS.
