How to Resolve Family Sharing limit issue with Apple IDs

I had 1 apple ID for my twins. They are older now and I am trying to create their own ID's. I deleted the apple ID associated with them and created 1 but they system won't let me create the second one as it says I have to many accounts associated with my Family account already. I need help so I can add my other twin to our Family account.

I have identical issue with my (5yr old) twin. Deleted (really deleted) Apple ID kids@…. and created now kid1@…. But when trying to create the second (kid2@….) the button to add a member is greyed out. I have deleted kids@….8 days ago, got the mail that it would be deleted but could take up to 7 working days. Yesterday it was gone from the family account. Do I understand correct and am I to receive another (confirmation) email? To be sure, I currently have myself, wife and three kids, so there should be room for one more..
