It does not have its own phone paired to it. It's set up on my phone, for my child, through family sharing. Since it doesn't have its own phone associated to it, can it not download apps to the watch?

I have a watch set up with family sharing and working with my iPhone. I want to download apps to the watch. After selecting the app and entering the password it does nothing just returns me to the App Store. How do I download apps on a shared watch
