Can you send/export an entire imovie project to someone else?
I'm trying to get edit a project an intern did on her computer. She's leaving and so I'd like to export the entire project to be able to make edits. Is this possible?

A project in editable form cannot exist independently but must reside in an iMovie library. To transfer the project to someone else one must transfer the iMovie library that contains the project. For this purpose it often is helpful to create a new library and populate it with the one project. Or, if you prefer, you can simply transfer the entire original library. In your case, possibly the library has only one project in it, so the second option might be fine.
So, let's say you have an iMovie library located on Mac #1, that has an iMovie project in it that you want to transfer to Mac #2. Create a new library on Mac #1, transfer the project to it, and then transfer the new library containing the project to an external drive or thumb drive that is plugged into Mac #1. (Or, as mentioned above you can skip creating a new library and instead transfer the original library.) The external drive, or thumb drive, must be formatted Mac OS Extended (Journaled) or APFS. Then you physically transfer the external drive or thumb drive containing the library and project from Mac #1 to Mac #2. Both computers must be Macs. To edit the project Mac #2 must be running the exact same version of iMovie that was used to create the project.
Before transferring (or copying) the library or project, do the following procedures. On Mac #1, open iMovie and click on the library's name in the side bar, and do an Edit/Consolidate Library Media. Then go to the project browser and select the project and do an Edit/Consolidate Project Media. This is to make sure that you carry over to Mac #2 all of the media used in the project.
The above procedure is a bit archaic, but unfortunately an iMovie library cannot be stored in the Cloud, so using the Cloud is not an option.
Just be sure that both Macs are using the same iMovie version.

I had thought of Dropbox but, never having used it myself I was reluctant to recommend it. Generally an iMovie library cannot be stored in the cloud. As I understand it, Dropbox uses online storage so not sure if you could use Dropbox with an iMovie library.
I suppose that it would not hurt to try out Dropbox and see if you can transfer or access your iMovie library with it. For safety, make a duplicate of the library and work with the duplicate.
If you try Dropbox, would you post back with your findings, as it might help others who have a similar situation to yours, or wish to collaborate with others on different computers when working on an iMovie project.
The physical transfer of an iMovie library via an external drive is the tried and true method, although somewhat cumbersome.
As a workaround, you could simply share out the iMovie project as a movie file and transfer the file to your Mac with AirDrop. Then you could drag it into a newly created iMovie project and so some limited editing. So, for example, you could split the movie into segements that you could delete or move around or edit separately. You could add titles, add music, add effects, add titles, add overlays, and essentially make revisions to all but previously embedded edits.
