How to burn videos recorded on iPad to DVD

I use One Drive to transfer videos recorded with my IPad into my computer. I can view the video with no issues on my computer. However, when I burn the video onto a DVD and try to watch the video, it only has the audio. The file extension for the video on the dvd is iOS. What am I missing?

To create and burn a DVD disk from your video file, you will need to install and use DVD authoring software (e.g., Nero for Windows PC) on your computer.

I forgot to mention that I was able to burn the dvd with no problems when I was using iPad Air. Now that I have iPad 9 I am having this issue using the same laptop.
