Rip CD's to iPhone without iTunes
It seems all the answers I've seen to this question need iTunes, which no longer works. How is this done today?

Where did you get that idea?
iTunes still exists on Windows, and still rips CDs just fine.
Follow the steps for iTunes.

How are you trying to do it exactly?
What exactly happens when you sync?
Are the CDs already in the iTunes Library on the Windows computer?
If so, what happens when you click on the sync button?

Rip CD's to iPhone
No, you rip / import CD to your Windows computer, not to your iPhone.

scroll to -> Sync or remove content using iTunes
Note: * You can only sync your device with one iTunes library at a time. If you see a message that your device is synced with another iTunes library, your device was previously connected to another computer. If you click "Erase and Sync" in that message, all content of the selected type on your device will be erased and replaced with content from this computer.
I got that idea from the fact that it doesn't give me the option to do it and sync doesn't work
It goes through the motions but doesn't sync anything. It also doesn't show the menu to choose anything
The CD has already been ripped to iTunes and shows up there
I did import the CD to my PC into iTunes. It plays from the PC using iTunes. I want it on my phone but can't get it there
It appears the trial subscription to Apple Music was blocking the sync. Cancelled that and it ran
