If you've changed computers see Move your iTunes library to a new computer - Apple Community. For reasons unknown Apple have things set up such that you can only sync an iPhone with one library at a time. Changing computers can cause issues, particularly if your library has been disrupted somewhat by the migration from iTunes to Music in macOS Catalina or later.
You do not need a subscription to the Apple Music service in order to sync content from your Mac to your iPhone. See Sync your iPhone, iPad, or iPod using your computer - Apple Support. Syncing with selected playlists still works. It doesn't help that Apple now use the term Sync Library to refer to syncing via the cloud with an Apple Music subscription.

Accessing Music Between Devices:
You need to have an Apple Music subscription to access home music in the Music app (or iTunes) on all of your devices. Go here: Subscribe to Apple Music on iPhone - Apple Support
This is not helpful if you have an existing library full of songs from iTunes that was switched over - split and sorted incorrectly after the change - and you would like to use the existing library already owned. Why is it a requirement to pay for a subscription when my music is already there? Your solution is not helpful.

Sharing Home Music:
Helpful or not —it’s the way Apple has it. I’m not too fond of it, myself. My reply only applies home music. Music purchased from the iTunes Store is just fine.
