My entire apple music library is missing on my ipad 9th generation which is running ipados 17.3 even though its showing in its entirety on my iPhone 11 Pro Max which is running the same os version. And syncing is on both devices.

Go to Settings > [Your Name] > Media and Purchases, sign out and sign back in.
Also close the app and force restart:

Go to Settings > [Your Name] > Media and Purchases, sign out and sign back in.

On your iPad turn off syncing at Settings > Music and turn back on.

That didnt work either
Probably because you’re running 17.3.
