The Netflix App can be simply downloaded and installed from the Apple App Store:

To be compatible with the App, your iPad must be updated to iPadOS15 or later - requiring one of the following iPad models:
- iPad Pro (all models)
- iPad Air (2nd generation and later)
- iPad (5th generation and later)
