The latest MacOS that your Mac Mini 2012 i7 runs is 10.15.7, which is Catalina. After that came Big Sur, then Monterey, now Ventura, and soon yet another new version. So your Mac is limited to older MacOS three versions behind the latest and soon to be four. This means that many of the software items in the App Store won't run on your system as many of them require a recent version of the MacOS.
Bluetooth should work, however, barring some sort of hardware issue. Which can be checked by a qualified technician if the basic troubleshooting steps don't resolve it.
If you somehow managed to put Ventura on your 2012 Mac Mini, then unsupported modifications must have been made to the computer (as it only supports through 10.15.7) and then I am not surprised that you are finding other functionality no longer works.
